Looking for a live-action sci-fi/thriller from before 2017. It starts with a teenage boy doing graffiti. His mother remarries a policeman, and he doesn't get along with his stepfather.
There are large goo-covered eggs that hatch into black raptor-like creatures. The boy secretly befriends one, which grows much larger. The creature is eventually captured and taken to a research facility, and the boy and his friends rescue it in the final act, possibly escaping in the back of an open truck.
I also remember a balcony dinner between the mother and the policeman that is interrupted because he gets called back to duty.

A young boy befriends a dinosaur and discovers a mysterious conspiracy which could have a major impact on his small town.
It's an Australian production, set in a US town called Brightwood, near an Army base.
The protagonist is a middle school-age boy named Jake Emory who has a high school-age brother named Mike. Their father passed away of illness two years earlier and their mother, Jennifer, is now dating a police officer named Allan.
About five minutes in, Allan catches Mike and another boy spraying graffiti on a wall. Mike resents Allan's burgeoning relationship with his mother.
About 14 minutes in, Jake and a few friends find some mysterious blue goop in a forest and take a sample of it to study it for science class. There are no eggs, just the goop.
About 20 minutes in, Jake wakes up in the middle of the night and finds a small dinosaur-like creature in his room, which somehow grew from the goop. It doesn't look quite like any real-world species I'm aware of, but vaguely resembles a triceratops, minus the horns. It can also change colours. Jake names it Magnus and tries to keep its existence a secret, but this becomes increasingly difficult as it grows in spurts and roughly doubles in size each day.
A little past the hour mark, Jennifer and Allan are having dinner on a restaurant balcony, when Magnus (now the size of a double-decker bus) runs past them, while being chased by police cars.
Not long after, the Army captures Magnus and takes him to the base.
Within the last twenty minutes, Jake and his friends sneak into the base and help Magnus escape. During part of the escape, the kids are riding in a van with the back doors open, while Magnus follows on foot.
